Application for Police Clearance Certificate is to be submitted at the nearest BLS International centres either in person or through mail.

Emergency PCC: In case of emergency, application for PCC may be submitted directly at consulate on any working day between 0930-1230 hours. Emergency PCC service is available only for Indian passport holders.

Processing time : 1 - 3 days.

Foreign passport holders are required to apply at the nearest BLS International Centre.

Note: PCC applications for citizenship/Nationality will not be accepted under Emergency Services at the Consulate. Applicants are advised to submit their applications at a nearest BLS centre.

I. Requirements to submit application at the Consulate General of India, Toronto :

  • Fill in the application form-https://embassy.passportindia.gov.in/.
  • Current Indian passport with a copy of legal status in Canada ( PR Card/Work Permit/Student Permit/ Visitor Record etc.) or Canadian passport in original and photocopy.
  • Note: For PR card issued without the category on the back, please submit the original and photocopy of the PR card and landing paper.
  • Proof of current Canadian residence address: (copy of any one of the following)
      • Canadian Driving License.
      • Gas, Electricity, water or landline telephone bill displaying applicant's address.
      • House Lease Agreement.
      • Note: Bank/credit card/mobile phone statements are not accepted as residence proof.
  • Fee: Attach bank draft of C$92/- (Fee C$37 + C$55 emergency charges) drawn in favor of " Consulate General of India".

II.Requirements to submit application at BLS International :

  • Fill in the application form-https://embassy.passportindia.gov.in/.
  • Current Indian passport with a copy of valid legal status in Canada( PR Card/Work Permit/ Student Permit/Visitor Record etc.) or Canandian passport in original and photocopy.
  • Note: For PR card issued without the category on the back, please submit the photocopy of the PR card and landing paper.
  • Proof of current Canadian residence address: (copy of any one of the following)
      • Canadian Driving License.
      • Gas, Electricity, water or landline telephone bill displaying applicant's address.
      • House Lease Agreement.
      • Note: Bank/credit card/mobile phone statements are not accepted as residence proof.
  • Fee: C$ 37/- (Fee C$34 + C$3 Consular surcharge) + C$ 7.40 as BLS charges with tax

Applications for passport services can be deposited at any of these Centres, depending on the convenience of the applicant. The addresses of these centres are given below:

The Consulate has not appointed or authorized any other agency or individual agent to render any passport service on behalf of Consulate other than M/S BLS International

Processing Time : 

In some cases, issue of Police Clearance Certificate requires reference to authorities in India. In such cases Consulate can issue PCC only on receipt of clear police report from authorities in India and it may take more than 30 days. The Consulate would communicate to the applicant once the PCC is ready for collection/pick-up. In all other cases, PCC will be issued in 8-10 working days. 

Please Note :

Foreigners who have previously resided in India may also apply for PCC. In such cases, an applicant has to produce a copy of proof of the stay (Visa/ Passport) in India.
